Proposed is a centre for water monitoring and research- a centre for education on this front which explores the public nature of a government institution to allow for enhanced public outreach and an increased sense of place. The built is a manifestation of the programme and its relationship with the terrain and site, which acknowledges the geographical and climatic realities of the region. The programme has distinct layers, and clear separation of public and private zones, with the various built elements stating their own function.
