Reforms in regulations for cost reduction

The proposal focuses majorly on land capital and construction cost of the unit, recommendations to reduce these components in the price of the unit through revisions in the DCR. Instead of having different set of regulations for different schemes, city can have a single set of comprehensive DCR which are to be followed as minimum criteria for all the projects. Regulations play a major role in ensuring health, safety and comfort of occupants as well as it adds certain costs to the price of the unit. The relaxation in the DCR to reduce price of the unit should not compromise on these other factors and hence this proposal tries to frame more stringent at the same time logical regulations. All this together is expected to bring down the cost of the smallest formal unit provided by the market and shift the affordability line to enable more people to access formal housing.
