In the case of Bhopal Capital City, micro ‘Town Development Schemes’ are solely prepared in order to implement the provisions of the larger Masterplan. Furthermore, a reliance on land-use planning and a rigid height-based DCR over zoning in Bhopal has limited the true development potential and character of the city. 
The portfolio argues exploring the versatility of the legal enactments of TDS and utilizing it in order to develop the reserved land bank for tourism in Bhopal. Therein, private-sector debt is minimized and sources of revenue collection for the state and ULB in lieu of tourism policy failures are ensured.
