Massing the houses for housing the masses: Sustainable, Plural and Humane Habitats

Is mass housing about massing the houses or housing the masses? Perhaps little bit of both as housing inherently is saddled with apparent dualities of quantitative versus qualitative dimensions. I.e. shelter versus home. Housing constitutes the smallest tissue of the built fabric and as single largest number by the building type is responsible for shaping the builtform character and image of the place. Moreover, dwelling is more than a shelter. It has the highest associational bond with the users and ought to be a perfect fit to the individual needs and priorities.
