Improved service devliery for urban poor of through NULM

The urban poor section is one of the more critical yet under tapped factors of growth of a city. As urban poverty is multi-faceted, the actions taken so as to reduce urban poverty need to be all-embracing in nature. 
The 12th schedule of 74th constitutional amendment act (1992), dictates that one of the functions of ULB is to promote urban poverty alleviation. To help create long lasting impact on poor of India, the government has launched a plethora of schemes under various programs varying from National Urban Health Mission (NUHM) to Right to Education (RTE). 
National Urban Livelihoods Mission (NULM) is also one of those schemes which looks forward to uplifting urban poor out of poverty. NULM is supposed to cover cities that had more than 1 lakh population under SECC, 2011 with specific inclusion of minorities.

The study undertaken on Sabarmati ward is covering the SMID and SUH components of NULM

Primary (pilot) survey for assessing the functioning of SHG (under SMID) was conducted by convenience sampling method for a sample of 30 women.

On the field other observations were noted upon interaction with other stakeholders involved in the project.

This slide explains how CRM module would be used along with the application for data collection on indicators concerning the neighbourhood on economic, health, education level, municipal service provision and social factors.

This slide explains on how the surveys would be carried out, along with this the CRPs would be hired pro-actively as per the set target, which would be phased on quarterly basis.

Under Shelter for Urban Homeless (SUH), 5 shelters were studied and the services provided were noted.

Thereafter a survey was conducted for homeless in the Sabarmati area using snowball method for understanding various types of urban homeless and their needs.

Interventions are proposed in three stages so as to manage the service provision effectively.

First intervention is to engage students of various colleges/universities as volunteers for mapping and mobilising urban homeless (procedure to be same as that of NULM SUH guidelines), so that shelter does not remain vacant while there are homeless in the ward,

The social audit will be conducted as per the 20 step international guidelines and volunteers would be trained as per MNREGA SA guidelines
