Formal Substandard housing units have a legal land ownership but the houses are generally old, dilapidated or congested. There is a need to address this sector in Vadodara as there are 27% of households below affordability line of which 38% are living in substandard housing. These households own the land but, are unable to upgrade their houses due to reasons such as lack of financial assistance, small plot sizes and stringent building regulations. Also around 3% of the gamtal areas have houses which are falling in the un-authorised category of the substandard formal units. Reforms are made in the form of revised gamtal GDCR; this would actually deal with formalising the informal settlements belonging to the sub-standard housing in gamtal areas. Furthermore minor stringency in the policies such as PMAY could actually allow more households to upgrade their houses with financial supports. In the sub-strategy, various methodologies have been adopted both for group housing and individual units for enabling the users / beneficiaries to avail loans at better interest rates according to their repaying capacities .Also reforms have been made in the existing carpet area by allowing more carpet area to the beneficiaries who wishes to increment their existing house either vertically or horizontally. Financial models have also been reformed so as to cater to these beneficiaries. By implementing these reforms as mentioned, it would actually enable the role of providing a regulatory and financial framework for enhancement or redevelopment of the households living in formal sub-standard units who are not catered by the market and are seeking housing adjustment.
