P4- “Provisionary and Regulatory Support for the Homeless”- For this sub-strategy, the current challenges, and frameworks were studied with the help of surveys, which lead to the development of various proposals for the homeless population of the city through viable options. The solutions are both transitory and permanent in nature, helping them with their basic needs like shelter and food. The solutions are self-sustaining models thereby not putting too much financial burden on funding agencies. A Capital Investment Plan was prepared to keep in mind the revenue generated and consumed by the shelters and their operation and maintenances. An Institutional Framework was prepared for funding and implementing the proposals. The sub-strategy aims to provide immediate shelters to the homeless as it is the need of the hour.
