Itanagar Greenfield Airport

It is a greenfield airport project, foundation stone for the project was laid on 9 February 2019 by Prime Minister of India Shri Narendra Modi, will be constructed at Holongi, 14 kilometer south of state capital Itanagar, Arunachal Pradesh. It can handle 200 passengers during peak hours with overall estimated cost of Rs. 650 Crores from which,  • Phase 1 - Rs. 482.44 Crores - Air-side Infrastructure  • Phase 2 - Rs. 167.56 Crores - City-side Infrastructure 
Airport Authority of India (AAI) is the client gave the EPC Contract for phase - 1 and 2 to DRA Infracon and Universal Contractor and Engineers respectively.

In this studio, procurement cycle was followed to understand the procurement aspects of the airport project. At each stage there were certain deliverables which is depicted on the above slide.

From the entire procurement cycle, evaluation methodology proposed for bidders, bidding for Itanagar greenfield airport project is showcased on the above slide.

Initial screening was done on Yes or No, where certain items must be uploaded on the portal and few of the items needs to be sent as a hard copy to the bid manager.

For detail screening, evaluation committee is involved where financial and technical bids, submitted by the bidders are evaluated.

For detail screening, evaluation criteria are enlisted with weightage for each item.

For each item there are sub-items, each having the specific weightage, are enlisted on the above slide.

Scoring was done where two things are considered, quality of contents and depth of presentation, and quality of contents of the technical proposal.

An example of scoring is provided for the bidder, similarly it can be done for all the sub-items.
