The project questions the existing physical separation of citizens from governance, in the capital complex, marked through an orchestrated movement dictated by the existing buildings and installations, and aims at ‘reconciling’ the public, governance and the proposed ensemble of learning through the introduction of the great park. The project thus uses ‘landscape’ as a tool to hold the fragmented functions together. It acts as a framework by which relationships of responsibility are held in place. Subtle gestures in the landscape allows for possibilities and chance encounters facilitating debates and discussions amongst the various users.
