Comparative Review of Housing Policies and Programmes across Indian States

‘Housing for All’ is the goal that the country is trying to achieve in the last decade or so. Earlier also the programmmes propagated by the centre were focused around extending support for provision of housing and basic services to the economically weaker sections of society. These programmes have been guided by both state as well as central policies of urban development and housing.
However, Urban Development, Land and Housing are all subjects within the ambit of the state list as per the constitution of India. Though the centre and many states have been active in formulating various programmes and policies around housing and urban development, it is primarily the state legislature which has the powers under the constitution to legislate and implement laws concerned with the above-mentioned subjects. In this context it becomes pertinent to understand and analyse the state level policies, programmes (including schemes) and projects to arrive at the policy directions for the future.
