Evaluating the Efficiency of Urban Bus Transport Operations
Urban transport operations are commonly evaluated using “service level benchmarks.” These metrics examine urban transport in the context of services delivered. Operations, however, need to be evaluated considering the resources available/consumed during operations. The impact of factors outside the control of the operating organization must also be accounted for. Evaluation of efficiency is further complicated by the fact that revenue and profits, a common metric in evaluating the performance of corporations, is not the sole objective of urban transport organizations.
