India’s municipal governments are among the world’s poorest in resource mobilization and financial autonomy.
While transfers from state and Indian governments have increased in recent years, ULBs’ tax bases are
limited and rigid.
The 74th amendment legislation gives local governments more freedom, but managing massive
infrastructure demand requires complete economic autonomy.
With this backdrop in mind, the study seeks
to analyze municipal budgets in the context of infrastructure finance and identify gaps
and methods for strengthening municipalities’ financial capabilities. The goal is to examine municipal finances & infrastructure in case cities and make a few broad recommendations for
future research.
