TDR (Transferable Development Right): A resource for Urban Infrastructure

Land is prime requirement for development of urban infrastructure. Land acquisition is very complicated and legally tedious procedure. Land acquisition needs major part of project finance. Different land models are used to overcome land acquisition issue particularly in Urban area where land is a scare resource. TDR is recently developed method for development of housing in place of slums, acquiring land for road widening, supporting Heritage conservation etc. Some more application of this tool (TDR) is also applicable for development of urban infrastructure. Operating method of TDR is issue for Urban planners, administrators and policy makers due to various reasons like Density, Jantry rate, formula of TDR, valuation, time limit for using TDR, deciding TDR generator and Receivable zones etc. This thesis will study the existing TDR policies in the Gujarat state, Evaluate logic and philosophy behind TDR policies. It will address problems of its implementation. Thesis will conclude with critically evaluation of TDR polices and guide line for making TDR policy to use TDR as a resource for urban infrastructure.
