With statutory Development Plans, cities in India are trying to maintain their growth and development patterns to avoid haphazard development on the fringes and pressure on its infrastructure. However, it may also be noted that the implementation of such plans on-ground is contradictory to the planning. This gap must be understood to provide better policies, planning framework and implementation efforts. This research is a comparative study of Development Plan implementation in million-plus cities focusing on reviewing the statutory provisions in road network planning for the cities of Lucknow and Rajkot through primary literature review, on-ground situation mapping, and delineating gaps present in the planning and implementation of the road network plans. To further analyse these disparities, the research attempts to formulate evaluation criteria to quantify the implementation status of the road network in those cities.
