How much land is rendered unusable on account of various restrictive regulations in a City? A. Case of Ahmedabad City or B. Case of a Coastal City

Apart from the planning and development regulations that guide the urban form, there is a whole set of additional regulations that are associated with trunk infrastructure such as electricity, gas pipelines etc, ASI monuments and sites, railway line, airport, national highways, etc., which need to be adhered to in the process of development. Most times these regulations imply setbacks from the utility/site/corridor and restrict them from any type of development. In case of coastal cities, the CRZ Notification restricts use of high potential land along the vast stretches coast for development purpose.
This results in substantial amount of high potential land deprived of development at prime locations. These can be significant if taken all together and impact the land markets. Such excluded valuable land parcels often end up being encroached.
The research will identify the trunk infrastructure networks cutting across in AMC jurisdiction, study the relevant development control regulations for development along such networks and assess the amount of land not available for develop in Ahmedabad as a result of such regulations. It will also attempt to understand the rationale behind such regulations and possibility of alternative regulation.
In case of coastal city, the research shall identify and classify the areas into respective CRZ category based on the regulation and assess the restrictions for each category, land rendered unusable and restrictions on development.
