The development plan for Surat 2043 aims at an ecological, sustainable and sponge city concept. Surat being an Industrial port city will attract more Industries in future due to the upcoming High-speed rail and freight corridor. Being a coastal city, it is vulnerable to coastal flooding, and so Surat's development should be controlled but also market driven. Development plan discusses how Surat can become a resilient city through various methodologies. It also proposes special projects such as housing and transportation, and also describes the implementation mechanism.
