A framework defined to design and define metrics for measures for variance

Industry data indicates that construction projects show a high degree of cost and schedule variance. Preconstruction efforts, involving design development and detailed design and coordination, also form a substantial chunk of a project. Consequently, the overall cost of a project is higher, the process is longer, and predictability is low. The hypothesis of this study is that better measures of design completeness will help improving the predictability of cost and schedule, thereby improving overall customer experience.
