Iterations include preparing a development plan with recommendations that incorporate various sectors, transportation, infrastructure, housing, economy, and the environment. Also identifying the projects, estimating costs, & identifying revenue sources. Suggestion of the monitoring mechanisms to ensure that the plan is implemented as effectively as possible. It also emphasizes exploring various zoning, planning, and regulatory systems in order to create a robust yet managed strategy
