As a Disaster Management Institute, the project aims to provide the public with a sense of public and more welcoming. . The main theme was to create a high rise cantelever which seems an exeption to an entire area. The research also looks into the extremes of what elicits a sense in division in terms of public and private , such as strength and solidity as protective symbols and porosity and connectivity as a gesture of transparency and openness
