The civic instituitions on site are located between the village and the lake, and their presence is not recognised. They almost act as walls between the streets and lake. The lake and park around it is used as a recreational place for people around, but lacks a sense of care for the water body. The relationship between village community and  lake extends merely to use the park as a place to freshen up or exercise, with high walls separating it from its surroundings. The project tries to thus become a mediator, merging the civic center with the Akhada program.
