With the projected boom in population, the city of Ahmedabad needs to plan to cater to the resultant increased water demand. The current status of infrastructure investment in the city is a vicious circle where there is a paucity of funds resulting in under-investment, inadequate infrastructure, poor quality services and consequently low-cost recovery which feeds back into the paucity of funds. To convert this vicious cycle into a virtuous one, increasing revenue generation is vital. Reducing the percentage of NRW promotes revenue generation along with judicial use of the resource.
