Enhancing the livability of cities hinges on robust social infrastructure, with accessible healthcare being paramount. Despite their vital role, Primary Health Centres (PHCs) often suffer from inadequate funding, leading to suboptimal operations and maintenance. This proposal advocates for bolstering PHC's financial sustainability through Mixed-use development, leveraging the Unutilized Floor Space Index (FSI), and employing the Transfer of Development Rights (TDR) within a Public-Private Partnership (PPP) framework. By harnessing these mechanisms, PHCs can achieve greater financial autonomy, ensuring the provision of essential healthcare services while fostering urban development and vitality.
