To develop a housing strategy for the city of Surat, wherein the choices of affordable houses can be expanded through all incomes groups and whereby it is demonstrated how the city of Surat will be able to efficiently address the issue of housing unaffordability. By understanding and assessing the city according to the demographic growth, spatial growth and its economy. And to offer a set of policies, programs, regulations that will provide assistance to households to access affordable housing. To demonstrate the city of Surat how it will be able to expand the choices of affordable housing within its specific land- and labour market
