It highlights how unregulated IPT growth—especially shared autos—creates inefficiencies and competes with BRTS. Based on mobility analysis, user surveys, and scenario planning, the report proposes phased reforms such as permit caps, phasing out old vehicles, promoting e-autos, and developing dedicated IPT stands.
