Living with Lakes: Bhopal's Development Plan 2047

The Bhopal Development Plan 2047 envisions a lively and resilient city, anchored in the principles of Connect, Create, and Conserve. The concept recognizes Bhopal’s fragmented urban form, ecological vulnerability, and infrastructure deficits. It seeks to bridge mobility gaps through upgraded road hierarchies, metro and bus integration, and missing link connections aligned with high-density zones. The zoning strategy promotes mixed-use development around transit nodes, supports affordable housing, and ensures ecological buffers near lakes and streams. Heritage zones are preserved through adaptive reuse and TDR mechanisms, while informal settlements are addressed through in-situ and off-site rehabilitation. A distinctive feature of the plan is the integration of blue-green networks—transforming lakes, canals, and natural drains into eco-mobility loops with walkable, shaded public spaces. By aligning infrastructure upgrades with zoning and transport proposals, the plan aims to support balanced growth, economic vibrancy, and environmental stewardship for a sustainable urban future.
