This DRP intends to develop a Performance Monitoring Framework (PMF) for urban water infrastructure projects in India, addressing recurring issues like cost overruns, delays, and poor resource utilization. Using a mixed-methods approach, the study identifies execution inefficiencies and integrates Key Performance Indicators into a digital, real-time monitoring system. The PMF was validated on the Butibori WSS site, showing improved deviation detection, financial control, labor productivity, and stakeholder coordination within 4-week monitoring period. The framework highlights the need for structured oversight and suggests future integration of Digital Twins and predictive analytics to further enhance project performance, and accountability in infrastructure delivery.
