This directed research project investigates and compares the standard bidding documents and percentage rate contract models employed in construction projects across India and international frameworks. Specifically, the study examines three key contractual systems: the CPWD Conditions of Contract (India), FIDIC Green Book (International), and NEC Engineering and Construction Short Contract (NEC3 ECSC). By conducting a literature review, clause-level analysis, and expert surveys, the research identifies key similarities, differences, strengths, and limitations of each model. Through a mix of qualitative data analysis and case studies sourced from CPWD, R&B Department, and Western Railways, the project evaluates the applicability of these contracts in the Indian context, particularly for small-scale projects. The findings provide practical recommendations for adopting best practices and enhancing contract effectiveness to ensure more efficient, transparent, and dispute-minimized project delivery.
