As a result of the city's fast growth, there are space constraints and a high cost of living. This causes the outer limit to be expanded, and the adjacent towns or villages to be included in the metropolitan area. The central city's population growth is slowing, while population growth on the outskirts is accelerating, owing mostly to increased transportation links. Because of increased demand and limited resources, local governments are unable to offer adequate services to people, resulting in disparities in the quality of housing and basic infrastructures within different jurisdictions of peripheral regions. To solve the inequalities, three important strategies should be implemented, which are: Proper division of roles of authorities, Proper regulations and bye-laws to stop illegal constructions and to make a planned development of the city. Proper reforms in financial strategies through public-private partnership by implication of tax for the basic services from the local residents. Already, local governments have taken measures with the help of the federal and state governments to address inequities on the outskirts of cities through different programs or plans. These guidelines will serve as comprehensive methods that should be used by local governments in order to offer enough services to inhabitants, as clean drinking water, sanitation, and decent hygiene are directly proportionate to the area's growth and development
