This research proposes a shift from compliance-based rainwater management governance in Ahmedabad to performance-driven Market-Based Instruments (MBIs). It introduces three instruments: a Rainwater Corpus Fund, tradable Rainwater Credits linked to a Sponginess Index, and a Sponginess Ladder offering property tax rebates. These are operationalized through GRiT- Gujarat Resilience & Innovation Trust, a climate-focused SPV managing implementation, MRV, and legal reforms. By aligning financial incentives with hydrological outcomes, the framework transforms rainwater into a tradable asset, offering a scalable, market-driven instrument for urban flood resilience in Indian cities.
