This study presents an Inclusive Infrastructure Plan for the homeless population in Rajkot, analyzing existing shelter facilities and identifying key challenges through field surveys, stakeholder interviews, and policy reviews. It evaluates shelter adequacy based on safety, dignity, and service provision, referencing global and national best practices. The project proposes retrofitting strategies for current shelters and introduces the "Ashray Sathi" toolkit to guide inclusive shelter design, operation, and monitoring. Recommendations aim to enhance shelter accessibility, habitability, and integration with support services, contributing to Rajkot’s efforts to provide safe, dignified, and well-serviced shelters for its homeless residents.
