The research study has been done in collaboration with eGov Foundation, looked into maximizing the capacity utilization in waste management practices focussed on Faecal Sludge and Septage Management in the ULBs of Odisha with the urban-rural convergence model piloted in the entire state. The study identified data points across the sanitation value chain to improve capacity optimization. The research involved interviews with the ULB officials in understanding the present sanitation scenario, the institutional framework to leverage the FSSM practice, the operational efficiency of the cesspool vehicles in the service delivery within and outside the jurisdiction area, and understanding FSTP human resources involved in the value chain. The study findings have identified certain lacunas with the recommendations and implementations to optimize the current FSSM ecosystem.
