This project investigates Solid Waste Management (SWM) in Ahmedabad, focusing on cost recovery of Operations and Maintenance as well as citizens’ willingness to pay (WTP). It develops a framework to assess the full operational cost of SWM and calculate appropriate user charges. The study also explores existing tariff structures and conducts a Contingent Valuation Method (CVM)-based survey with 140 households across different zones to estimate WTP for improved services. Based on the cost analysis and survey findings, the project concludes with recommendations for designing effective, equitable, and financially sustainable SWM user charges
