The intent of this project is to rethink the present rule-based regulatory framework of Mumbai and to prepare pilot development regulations for the city based on the principles of Form-based Codes (FBC) by making surgical interventions in the existing Development Control Regulations (DCR), focusing on two fronts which are streamlining and simplifying Mumbai’s Development Plan (DP) and the DCR, and two, revising the regulations and creating a new framework on the lines of FBCs that generate a desirable built form and public realm in Mumbai.
