Ahmedabad, India's first World Heritage City, employs Transferable Development Rights (TDRs) to balance preservation and development. TDRs, integral to urban planning, incentivize heritage conservation while facilitating growth. With Rs 1894.05 Crores in TDR certificates issued, Ahmedabad's journey underscores the importance of tailored incentives, as evidenced by case studies highlighting financial gaps.  Recommendations advocate for increased TDR values and initial issuance to cover conservation costs adequately. By enhancing TDR effectiveness, Ahmedabad can sustainably preserve its cultural heritage, ensuring its architectural legacy endures for generations to come
