This project proposes an institutional framework to enable coordinated, high-quality urban development around High-Speed Rail (HSR) stations in Gujarat, with potential for nationwide replication. Using a qualitative research approach, it evaluates international models from China, France, and Japan for their relevance to India’s context. It highlights gaps in current institutions like NHSRCL, ULBs, and UDAs. A key recommendation is forming a Special HSR Planning Cell to ensure coordination between state and municipal levels. The framework supports inclusive and comprehensive development of entire station neighborhoods, aligning infrastructure investment with long-term urban growth and addressing institutional capacity and governance challenges.
