Chennai faces rising climate vulnerabilities driven by rapid urbanization and energy-related emissions. The Chennai Climate Action Plan (CCAP, 2023) provides key strategies within GCC limits (426 sq. km), but this study aims to extend its impact across the Chennai Metropolitan Area (CMA) through integration into the Third Master Plan 2046. Focusing on stationary energy, particularly building energy efficiency, the report evaluates emissions, statutory gaps, and integration pathways. Drawing from global best practices, it proposes regulatory reforms, zoning adjustments, and financial tools—like PPPs and ESCOs—to promote climate resilience, energy efficiency, and sustainable urban development.
