This study explores how climate-responsive transport strategies from the Chennai Climate Action Plan (CCAP) can be effectively integrated into the statutory framework of the Third Master Plan (CMP 2046). It critically assesses existing transport infrastructure, emissions patterns, and planning tools, identifying key gaps in implementation, coordination, and climate alignment. The portfolio proposes a legally actionable framework that supports public and non-motorized transport, EV adoption, and low-emission urban design. By aligning transport planning with climate objectives, the research positions Chennai as a model for sustainable urban mobility and climate-resilient statutory planning in rapidly urbanizing Indian cities.
