Paper Trails of Muted Voices

The study underscores the significance of written communication and the bureaucratic hierarchy in addressing the requests and concerns of employees. The research draws from a collection of correspondence letters, official orders, and administrative documents. The paper is divided into four sections, or cases each offering different procedures and voices of different categories of employees within the PWD. The letters are analysed through two ways, by the content and the language of the letters.
