The civic center is usually the first point of contact people have with the government services. In the context of Ahmadabad civic center means a government building which provides a platform where people can get Birth and death certificate, OBC and reservation certificates, marriage registrations, people can pay their tax, electricity and telephonic bills. People usually don't like to talk with the government employee at the civic center. Waiting at a civic center outside the officer's cabin in dark long corridor make people frustrated. Usually, people consider this as busy work.
