Contract Management

AMTS follows the Hybrod Gross Cost Model of Contract for operations and maintenance of city buses. Although the model of risk sharing was found responsive, there were many gaps found in the contractual framework. Recommendations have been made to improve the tendering process for selection of operators. Various contract administration parameters for assessment of service quality have been recommended for improvement of the experience of travelling by city buses included but not limited to timing, availability, comfort and safety. Furthermore, contractual improvements have been outlined after studying the recommended model contract published by MoHUA for hybrid GCC bus transportation.
