In our study of Contracts, a comparative study of the tender documents revealed that in many cases, the scope of work for contractors was outlined only in general terms, lacking the necessary specifics for effective implementation. To deepen our understanding, we interviewed both the contractors and officials from a case study city government. These discussions highlighted a critical gap: the absence of detailed, standardized guidance often leads to varied interpretations of responsibilities, delays in complaint resolution, and inconsistency in service delivery. Based on these findings, it is evident that a comprehensive guidebook for contractors is required.
