A report on the State of Urban Supply in India in 2018 states “Access to safe drinking water is an important measure of the socio-economic status of the household and fundamental to the health of its members by preventing infection, illness, and death”. There is an urgent need for attention of an urban water management challenge due to the overuse of groundwater and mismanagement of surface water. In the spectrum of water supply, on one hand, the water board is faced with the challenge of resourcing water and limitation of institutional and financial capacity to deliver basic, safe water supply to all, on the other. A comprehensive approach in the management of water is required to ensure provisioning of water for all as the Supreme Court has been interpreted the Article 21 of the Indian Constitution, the right to life, as encompassing the right to safe and basic water and sanitation.
