JAl-VAN Town Planning Scheme

Surat’s rapid urbanization has intensified flooding, heat stress, and ecological degradation. This pilot project integrates blue (water), green (vegetation), and grey (built) infrastructure at the Town Planning (TP) level to enhance climate resilience. Surat’s planning framework—through the Development Plan (DP) and TP Schemes—enables land pooling and redistribution, but often overlooks ecological integration. This project addresses that gap by embedding blue-green elements like corridors, sponge plots, and retention ponds within TP layouts. Using spatial analysis and stakeholder input, it proposes implementable strategies aligned with national urban missions and SDGs, offering a scalable model for sustainable urban planning.
