This report presents a pilot project under Surat’s City Infrastructure Plan 2047, focusing on enhancing sports infrastructure through innovative use of underutilized urban spaces. It proposes decentralized, inclusive sports facilities beneath flyovers and on rooftops of public buildings using a Public-Private-Community Partnership (PPCP) model. With Surat facing a severe lack of accessible neighborhood level sports infrastructure, this model addresses affordability, maintenance and equitable access. This project includes modular courts, open gyms and High-Performance Training Centres in growth nodes like Hazira. Supported by SMC, private players like Decathlon and through national sports funds, initiative promotes health, youth engagement and urban livability.
