India has adopted the comprehensive planning process since many decades. The comprehensive planning approach is unable address many planning issues. The ambiguity in the governance framework is another aspect which affect the planning process. The objective is to analyse the existing planning approach and governance framework of the Bangalore Metropolitan region as a case study ,to question its complexity with reference to different case studies, and to find out the possible ways which can address the planning and governance complexity.
