Enabling High-Speed Rail (HSR) Precinct in Surat

This sub-strategy examines potential development patterns and product mix scenarios for the Surat HSR Station area. It aims to assess speculative investments and estimate the extent of capturable development opportunities. The focus is on enhancing real estate supply and evaluating its performance relative to both existing and emerging micro-markets. Given the anticipated exponential growth triggered by the HSR project—significantly surpassing that of a typical area—the strategy also seeks to capture land value appreciation. Additionally, it assesses affordability to identify which socio-economic groups the development is likely to serve. The strategy also explores whether speculative investments are being made by private market actors in anticipation of the upcoming mega-infrastructure project, and evaluates the institutional readiness for enabling coordinated and sustainable development.
