Enabling & Provision for Affordable Rental Housing

The Affordable Rental Housing Strategy for Surat envisions a holistic approach to addressing the city's rising demand for rental housing, particularly for migrant workers, low-income households, and students. It integrates both direct housing provision and supportive policy measures. One of the core components involves developing rental housing on underutilized government land through public-private partnerships, especially in areas close to industrial zones where demand is high. To ensure affordability for economically weaker sections, the strategy includes a rental voucher system that helps cover the gap between what tenants can pay and prevailing market rents, funded through improved municipal revenue streams. The plan also recommends reforms in property taxation to discourage long-term vacancy and encourage property owners to rent out unused units. Additionally, the promotion of organized co-living arrangements is proposed in areas with strong demand from youth and working professionals. To support these initiatives, a dedicated rental cell and online platform are suggested to manage data, assist in implementation, and coordinate among stakeholders. Overall, the strategy aims to create a more accessible, equitable, and well-regulated rental housing ecosystem in the city.
