This sub-strategy focuses on the 2016 Gujarat Public Housing Redevelopment Policy, emphasizing guidelines for redeveloping aging or dilapidated housing stock. It outlines the framework for Transferable Development Rights (TDR), enabling developers to utilize or trade surplus Floor Space Index (FSI) across the city. A comprehensive assessment of Surat’s public housing schemes was conducted to evaluate redevelopment potential. This analysis provided insights into TDR generation and absorption capacities. Based on these findings, policy reforms were proposed to facilitate the effective implementation of redevelopment projects and promote sustainable urban development through public-private partnerships.
