Surat, the "Silk and Diamond City of India" and the economic capital of Gujarat, is witnessing rapid population and spatial growth, making it one of India’s fastest-growing cities. Major investments- like the High-Speed Rail, Regional Ring Road, and Multi-Modal Transport Hub have enhanced the city's regional connectivity. This growth, while boosting the economy, has brought challenges in managing density, infrastructure, and environmental sustainability. With growth comes climate risks, and rising concerns about livability and ecological impact. In response, the proposed Development Plan envisions a climate-resilient, livable, and economically strong Surat through inclusive growth, liberal mixed-use zoning, and strategic regulatory interventions.
