Bharuch and Ankleshwar were conceptualized to function as twin cities in BAUDA DP 2012. While Bharuch is a city which has expanded from a core, Ankleshwar has seen sprawl due to presence of Industrial sector in close proximity. Geographically Bharuch and Ankleshwar lie at the mouth of Narmada River in western Gujarat. Aspects considered for BAUDA DP 2041 are existing scenario that is the on ground situation analysis, population projections,  Future Requirements catering to housing demand and transportation network and proposals dealing with Development regulations and implementations.
